Over 107 Million Nigerians Now Enrolled in National ID Database

The National Identity Management Commission (NIMC) in Nigeria is making significant strides in its National Identity Number (NIN) enrollment drive. As of May 2024, over 107.3 million Nigerians have been captured in the national identity database, marking a crucial step towards a more inclusive and secure digital identity system in the country.

Streamlining Enrollment for Wider Reach

NIMC Director-General Abisoye Coker-Odusote acknowledged the need to expedite the enrollment process to register more Nigerians. Recent system upgrades have boosted capacity, and Coker-Odusote emphasized that obtaining a NIN should be a swift and hassle-free experience.

“We’re working on expanding capacity from 100 million to 250 million, a process that will take between 6 and 9 months,” Coker-Odusote said. This expansion aims to enroll a significantly larger portion of the Nigerian population, bringing them into the formal identity system.

Addressing Equipment Challenges and Expanding Capacity

The NIMC acknowledged challenges with outdated equipment at some enrollment centers. Most of the systems, acquired in 2011, require upgrades to meet the growing demand. While acknowledging the limitations of donated equipment, the NIMC highlighted its efforts to increase capacity beyond the planned expansion to 250 million.

Nigerians will soon be able to access a new multipurpose National Identity Card that offers a variety of functionalities beyond just identification. The card will be available through their financial institutions, for a fee. While the NIN itself remains free, the card will require a payment to cover production and issuance costs.

“Similar to accessing ATM cards at banks, Nigerians will pay through their banks to receive their cards within 48 hours of payment,” Coker-Odusote explained. This process aims to leverage existing banking infrastructure for efficient card distribution.

Enhanced Functionality with the Multipurpose Card

The new multipurpose card offers a significant upgrade in functionality compared to the current National ID card. Here’s a breakdown of its key features:

  • Financial Transactions and Payments: The card can be used for various financial transactions and payments, potentially reducing reliance on traditional debit or credit cards for everyday purchases.
  • Access to Government Services: The card can streamline access to government services by acting as a verified identification document. This could simplify processes for obtaining government benefits, registering for social programs, or applying for essential documents.
  • Travel Identification: The card can potentially be used for domestic or regional travel, reducing the need to carry multiple forms of identification.

The NIMC is collaborating with the Central Bank of Nigeria and the Nigerian Interbank Settlement System to ensure a smooth rollout of the new cards and their integration with existing financial systems.

Expanding Network Connectivity for Nationwide Reach

To ensure efficient nationwide enrollment, the NIMC is partnering with Nigeria Communications Satellite (NIGCOMSAT) Limited and Galaxy Backbone. This collaboration aims to provide reliable internet access across all 774 Local Government Areas (LGAs) in Nigeria. Consistent and widespread internet connectivity is crucial for smooth enrollment, especially in remote areas.

The NIMC’s efforts to expand NIN enrollment, introduce a multipurpose ID card, and improve network connectivity represent significant progress towards a more inclusive and robust digital identity system in Nigeria. This system has the potential to streamline access to essential services, improve financial inclusion, and enhance security measures. With continued focus on capacity building, outreach, and collaboration, the NIMC can empower more Nigerians to participate fully in the digital economy.
